November 3, 2014 November Minutes

The Town of Stubbs held its ANNUAL PUBLIC BUDGET HEARING on Monday,
November 3, 2014 and was called to order by Chairman Art Dixon at 7
p.m. The Proposed Budget was presented. There was no comment from the
public, but several changes were made by the Board, leaving $460,665
estimated receipts and $282,300 expenses with an ending balance of
$178,365 for 2015.

The TAX LEVY MEETING was then convened. The Board proposed a zero tax
levy--Annie Huiras moved to adopt the zero levy/Dick Elwood seconded
and motion passed.

The regular monthly meeting of The Board was called to order. The
Pledge of Allegiance was given.

Minutes were approved on motion by Zak/Taylor.

Financial Report was approved on motion by Zak/Taylor. Motion by
Zak/Taylor to donate $50 to the Shop With A Cop fund, but not to
donate to the Salvation Army passed.

PUBLIC COMMENT. David Kochendorfer was present to discuss the matter
of gravel on Stefczak Ln. He expressed his disappointment with the
manner in which this was handled. He stated that his family does sweep
each time they grade. Zak apologized and an arrangement was made for
Zak and Taylor to meet with Kochendorfer to discuss the matter
further.

The Board approved the Proposed Budget for 2015 on motion by
Zak/Taylor.

Popowich requested a conditional use permit to situate a mobile home
on his property. Since he is not quite ready to make the move, the
Board recommended he wait until later.

Zak reported on surveillance equipment form ADT at a cost of $60 per
month for a 3-year contract. Motion was made by Taylor/Zak to meet
with the ADT representative on Nov. 4th to arrange installation.

Dixon reported that the Moore/Kahn situation will go to court in
February.

Road projects were discussed. A very bad dip on N. Hutchinson Rd. will
be repaired by Rusk Co. Hwy.Dept.--the landfill will be responsible
for payment. Repair work on Rt.-of-Way Rd. will begin this week. Only
patch work remains to be done.

Art Dixon officially tendered his resignation as Town Chair after 20
years in office. Zak presented him with a plaque and thanked him for
the fine job he has done for the Town. Taylor moved to appoint Jim Zak
as interim Chairman until the spring election, Dixon seconded. motion
passed.

Next meeting will be held on December 1 at 7 p.m.

Motion to adjourn at 8 p.m. by Zak/Taylor passed. Coffee and lunch was
served following the meeting.
