January 4, 2016 January Minutes

The Stubbs Town Board held its regular monthly meeting on Monday,
January 4, 2016 at 7 p.m. at the Town Hall. All members were present.

The Pledge of Allegiance was given.

Minutes from Dec. 2015 were corrected on motion by Lieffring/Taylor to
read in paragraph 2 "the lake contour level would drop 6 ft. Minutes
approved on motion by Taylor/Lieffring.

Financail Report approved on motion by Lieffring/Taylor.

Tom Hanson presented a contract for assessing in 2016 which was
signed--contract allows for payment of $5,000 in 5 segments of $1,000.
Current bills were approved on motion by Taylor/Lieffring.

Public Comment: Dan Ruiter inquired about the blinker light for Amacoy
Lake. Zak reported he ordered it but has heard nothing back yet. Ralph
Kenyon requested permission to install more lights on his plow
truck--permission granted.

Larry Gotham reported on progress of certification of Amacoy culverts
as a levee. The dilemma at this time is whether to have FEMA certify
as a levee or the DNR certify as a dam. Since a court hearing declared
the culverts not to be a dam in the past the feeling is we should
certify as a levee. Morgan & Parmley have done a study for
certification (including an inspection of the culverts.) They appear
to be in remarkably good condition and will probably not need repair
for replacement for ten years at least. The certification requires we
go through Rusk Co. Zoning. The Board feels it is imperative for the
Town to retain control. Taylor moved, Lieffring seconded, motion
carried, that we should have Larry Gotham proceed with the
certification as a levee provided Stubbs may retain control. Gotham
will discuss this with CeCe Tesky, do further investigation and report
back in a couple of months.

The Board reviewed policy on driveway culverts. Lieffring moved, Zak
seconded that permission to install a culvert must be obtained from
the Board who will specify size, and order the culvert-- the property
owner is to pay for the culvert and installation. Motion carried.

Taylor/Lieffring motion to raise salaries of all employees except CDL
operators 3% effective Jan. 1, 2016 passed.

Next meeting will be held on Feb. 1, 2016 at 7 p.m.

Motion to adjourn on motion by Lieffring/Taylor at 8:30 passed. 

The Board then met as BOARD OF AUDIT. They found the record to be in
order with a balance of $70,946.55. Motion by Taylor/Lieffring to
accept records passed and the Board adjourned at 9 p.m.
